The bill is designed to improve external audit in accordance with international standards. This is one of the requirements of the European Union.
The document strengthens the financial independence of the Chamber, expands its powers (provides for external control over the receipts and use of funds of all local budgets, state and communal economic entities, receipt and use of funds of state social and pension insurance funds, revenues and expenses of the NBU, use of external funds .
The salaries of the members of the Accounting Chamber are also recorded there. The chairman will receive a salary of 55 living wages for able-bodied people (now the minimum is 3,023), plus additional payments of 20-50% of the salary and a bonus of no more than 30%.
People’s deputy Yaroslav Zheleznyak explained that the draft law establishes:
- Extension of the mandate to all public finances (budgets of local government, state-owned enterprises and extra-budgetary funds),
- Strengthening the financial, political and administrative independence of the Republic of Poland,
- A transparent competition for RP members with the decisive vote of international experts,
- Formal parliamentary procedures for reviewing reports and monitoring implementation of recommendations
- Rahunkova will have 11 (instead of 13 now) members
- Implementation of periodic external evaluation by independent experts with international audit experience.
The principle of appointing the head of the chamber is also being changed, People’s Deputy Iryna Gerashchenko reported.
“If Rakhunkova’s secretary was previously elected by its members, this project proposes a single appointment as the head of the chamber. This draft law is on the list of beacons of the IMF and our partners for receiving financial assistance. But its content, in the opinion of the “EU”, does not correspond to the Ukrainian Constitution and strengthens the influence of the OP on Rahunkova,” she explained.
Gerashchenko added that the draft law gives the RP the same functions as the State Audit Service. The draft law was not considered by the European integration committee, despite the fact that it is European integration.
Earlier, the Verkhovna Rada voted in the first reading for the draft law on increasing taxes by 58 billion hryvnias this year and 137 billion in the next.
On September 14, the Cabinet of Ministers submitted to the Verkhovna Rada the draft law on the state budget for 2025. The main priority is defense.
