Last year, the Committee on Economic Development of the Verkhovna Rada proposed to allocate more than UAH 26 billion to the state budget for 2026 to ensure passenger transportation and the transportation of humanitarian and evacuation cargo, but these expenditures were not included in the final version of the budget.
The head of the subcommittee on industrial policy, Musa Magomedov, emphasized that the problem can be solved only through a long-term mechanism for compensation of losses of passenger transport — with full financing of such losses and the inclusion of corresponding costs in the budgets of future years.
Business and industry associations express concern over a possible sharp increase in freight rates. According to Deputy Minister of Community and Territorial Development Oleksiy Balesta, tariff indexation should be predictable and understandable, and the state should simultaneously strengthen budgetary support for the company.
Yuliya Sirko, the first deputy head of the Verkhovna Rada Committee on Transport, emphasized that the stability of Ukrzaliznytsia depends not on tariff pressure, but on the transformation of the company. According to her, it is necessary to expand the range of services, actively work with the agricultural, chemical and container segments, optimize passenger transportation and get rid of non-core assets.
“The railway must move from the Soviet model to commercial logic – to fight for the client with service, efficiency and transparency,” Sirko emphasized, adding that the company’s development strategy envisages just such an approach, and the main task of the state and management is to ensure its real implementation instead of constant tariff increases.
It will be recalled that “Ukrzaliznytsia” announced massive train delays due to the energy crisis.
