The USA approved the defense budget: $800 million in aid to Ukraine

The US has released and agreed on the final text of the NDAA defense budget for 2026, which provides for hundreds of millions of dollars in support of Ukraine. The US has released and agreed on the final text of the NDAA defense budget for 2026, which provides for hundreds of millions of dollars in support of Ukraine. The document maintains a ban on any actions that may recognize the sovereignty of the Russian Federation over Ukrainian territory, and also extends funding for the Ukraine Security Assistance Initiative (USAI) until at least 2029. Ambassador of Ukraine to the USA Olga Stefanishyna informed about the details.

According to the ambassador, the document preserved the current ban on the use of federal budget funds in a way that would recognize any territorial claims of the Russian Federation on internationally recognized Ukrainian land. In addition, the NDAA provides $400 million for the needs of the Ukraine Security Assistance Initiative (USAI) in 2026 and an extension of the program through 2029, according to The Hill. According to Fox News, similar funding is also planned for 2027.

A separate clause stipulates a requirement for the US Defense Minister: in case of any decision to suspend or limit the transfer of intelligence information to Ukraine, the Pentagon must notify the specialized committees of the Senate and the House of Representatives within 48 hours. The notification must include the reasons, duration of the restriction and an assessment of how it may affect Ukraine’s ability to conduct military operations.

The Minister of Defense should also prepare a comprehensive report on the support of Ukraine by US allies. It should include information on the contribution of partners, the USAI program, and plans for the use of remaining funds within the initiative.

The NDAA also included an important humanitarian bloc — Congress officially condemned the abduction of more than 20,000 Ukrainian children by Russia and included the Abducted Ukrainian Children Recovery Act in the law. In it, lawmakers call on Moscow to cooperate with international organizations for the immediate return of the children.

The document also limits the possibility of reducing the American military contingent in Europe and South Korea — this, according to congressmen, should strengthen deterrence, in particular against the background of threats from the Russian Federation.

The U.S. defense budget this cycle has increased by $8 billion compared to the initial request by President Donald Trump’s administration. As House Speaker Mike Johnson said, “The NDAA advances the principle of peace through strength, protects the border, and restores the defense industry.”

After many weeks of negotiations, the document passed the final agreement and should be considered by both houses of Congress in the near future — as Reuters reports, this should happen before the end of the current fiscal year.
