Kovalenko explained that for China, Russia is a tool and a raw material appendage, and for the USA – a territory with resources. He recalled that in the 1990s, the West viewed the Russian Federation as a “black hole” in Eurasia after the collapse of the USSR. “Now the West and China can simply divide Russia between themselves. And the problem will disappear,” concluded the head of the CSDP of the NSDC.
