The overwhelming majority of Ukrainians continue to believe that the election is impossible until the complete end of the war and the conclusion of a peace agreement.

In May 2025, the KIIS re -asked whether national elections should be held in the event of a truce announcement and provided security guarantees.
According to the survey, the vast majority of Ukrainians (71%) do not support elections after a truce even with security guarantees, but believe that elections should be only after the final peace agreement and the complete end of the war. It is believed that elections should be held after a truce or even now – 25%.
At the same time, compared to March 2025, it became a little more than those who support the election after a truce or right now – from 19% to 25%. At the same time, 78% to 71% became fewer those who believe that elections should be only after the complete end of the war.
The Kyiv International Institute of Sociology (KIIS) conducted an All-Ukrainian Public Opinion Survey during May 2-12, 2025, 1010 respondents were interviewed.

Theoretically, elections in Ukraine this year are possible, including October 26, but this requires the end of the war and abolition of martial law. No special preparation for the CEC elections is now being conducted.
