The Criminal Court of Cassation of the Supreme Court partially satisfied the complaint of the SAP prosecutor and referred the case of former People’s Deputy, ex-head of the Accounting Chamber Valery Patskan to the Appeals Chamber of Ukraine for a new review.

The Anti-Corruption Center informs about this.

It is reported that, according to the indictment, from October 2017 to March 2018, Patskan received UAH 281,000 in housing compensation, despite having an apartment in Kyiv.

In October 2023, the first instance of the VACS found Patskan guilty, sentenced him to 2 years of imprisonment with a fine of UAH 10,200, and prohibited him from holding certain positions. However, she was immediately released from punishment due to the expiration of the statute of limitations.

In April 2024, the Appeals Chamber of the VAKS closed this case: the judges came to the conclusion that Patskan’s actions did not constitute a criminal offense.

Disagreeing with these decisions, the SAP prosecutor filed a complaint with the Supreme Court and here we have the verdict.

We will remind, from 2018 to 2023, Patskan headed the Accounting Chamber. In April 2023, the Verkhovna Rada announced a vote of no confidence in him, after which Patskan was released. Patskan is appealing this decision in the Supreme Court.

Let’s add that in 2022, Patskan became the owner of another apartment in Kyiv with an area of 272 square meters. The real estate cost him almost 10 million hryvnias.

In 2023, he earned a little more than UAH 1.3 million and showed savings of $100,000 and UAH 3.3 million.

It will be recalled that in April of this year it became known that the Appellate Chamber of the High Anti-Corruption Court found the former head of the Accounting Chamber Valery Patskan, who was released in 2023 after the suspicion of the National Anti-Corruption Bureau, to be innocent.

Back in December 2022, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP) sent a case to the court accusing the head of the Accounting Chamber, a deputy of the Verkhovna Rada of the 8th convocation, Valery Patskan, of illegally receiving 127.4 thousand hryvnias in compensation for housing. The court of first instance found him guilty of the crime.

However, Patskan does not recognize fraud with housing compensation.

On November 16, 2022, Valery Patskan wrote a resignation letter. However, the Verkhovna Rada did not support his resignation on December 1.
