The shadow circulation of coffee causes losses to the state budget of more than UAH 1 billion every year. According to Danylo Hetmantsev, head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, every third ton of coffee is smuggled into Ukraine — it is imported as chicory or without declaration. He named the Kyiv and Lviv customs offices as the leaders in such operations.

In the schemes of selling illegal coffee for cash, both markets and trade networks are involved, the retail of which is often divided into numerous FOPs. Hetmantsev also cited industry data: VAT payments increased to 1.45%, but still lower than last year, and income tax fell to 0.85%. He called low salaries an additional risk: the average in the industry is UAH 12.9 thousand against the market price of UAH 22 thousand, and in 18% of enterprises it is even lower than the minimum, which indicates possible evasion schemes.
“It is obvious that a significant part of the industry is in the shadows. The question for tax officials: what is the matter with tax control, where is the RRO/PRRO? I call on the Bureau of Economic Security and the State Tax Service to take urgent measures to decriminalize the industry,” Hetmantsev emphasized.
The Verkhovna Rada must vote for the draft law “On the state budget of Ukraine for 2026” in the second reading no later than December 2.
The State Duma of the Russian Federation adopted the draft budget for 2026 and the planning period of 2027-2028 in the second, key reading.
