Security Service of Ukraine (SBU) stated that she exposed a criminal scheme in the Kyiv City State Administration (KSCA), whose persons were assigned to almost 60 million hryvnias, which were intended for palliative care to seriously ill.

The SBU reported this in Telegram.

As the investigation has established, four persons are involved in the equipment, two of whom are the deputy head of the Department of Social and Veterans’ Policy of the KSCA, another person involved-the former top official of the Kyiv City State Administration, and now the head of one of the capital’s psychiatrics and companies of medical and social profile. Recently, the SBU detained him on an attempt to escape abroad, where he planned to escape from justice.

According to the SBU, the fourth participant of the equipment was the commercial director of the company, who won the tender of the KSCA, and belongs to the person being the above.

According to the case file, they organized the mechanism of theft of money allocated for the financing of the people of Kyivans suffering from incurable diseases.

In order to take possession of funds, the KSCA officials concluded an agreement with the company company for a total amount of UAH 149 million.

It is noted that for this money, contractors had to carry out daily palliative care for seriously ill citizens, including free medical care, purchase of medicines and food.

Instead, almost a third of the budget was spent on the purchase of a premium clin and elite real estate, which were used for patients on paper.

Thus, one of the new Porsche Cayenne SUVs purchased by this company was used by the attackers themselves, but formally it was referred to as a car for transportation of seriously ill people.

In addition, during the investigation it was found that the owner of a contracting company unreasonably issued a second group of disability, so that he received a reservation from mobilization, the possibility of traveling outside Ukraine and regular retirement payments from the state budget.

This fake medical certificate was tried to use the person involved in the illegal crossing of the border in the direction of the European Union.

Currently, all four organizers of the equipment have been reported suspicion in accordance with the crimes committed under several articles of the Criminal Code of Ukraine:

  • Part 5 of Art. 191 (appropriation, misappropriation of property or seizure by abuse of office, committed in particularly large size by an organized group);
  • Part 4 of Art. 190 (large-sized fraud or by illegal operations using electronic computing);
  • h. 2, 3 tbsp. 358 (forgery of documents, seals, stamps and forms, sale or use of counterfeit documents, seals, stamps).

The suspect is threatened with imprisonment for up to 12 years.
