Employees of the State Bureau of Investigation, together with the Department of Internal Security of the State Border Service Administration of Ukraine, exposed a large-scale scheme of illegal transportation of men of draft age across the state border.

“It (the scheme) was organized by a citizen of the Russian Federation, who is in Europe, and his cousin, a current employee of the State Security Service Administration,” the message reads.
According to the investigation, the attackers managed to illegally ferry almost 80 people, disguising their departure as a business trip from an international organization. They “earned” more than 1.5 million dollars from the scheme.
“The Russian was looking for “clients” among Ukrainian men of military age through Internet messengers and personal contacts. He offered illegal departure to EU countries through official checkpoints with forged documents that allegedly gave the right to cross the border,” the Bureau notes.
The SBI clarifies that 20,000 dollars were taken from each man, and the funds were transferred to a crypto-wallet.
A cousin of a citizen of the Russian Federation, who holds a position in the Administration of the State Security Service, was responsible for the practical part of the implementation of the scheme.
“Using his position and access to internal procedures, he prepared fake letters about men’s alleged business trips from an international organization. The documents were sent through an online service that allowed changing the sender’s address — the letters indicated a mailbox that looked like the official address of an international structure,” the law enforcement officers explained.
After the receipt of such letters to the DPSU, the official personally supervised the adoption of positive decisions, and later the documents were handed over to the “clients”. On their basis, the men crossed the state border of Ukraine without hindrance.
The SBI also informed that the father of the citizen of the Russian Federation was previously convicted in Ukraine for treason and was part of a criminal organization together with two people’s deputies and an ex-prosecutor.
Currently, both persons involved have been notified of suspicion under Part 3 of Art. 332 of the Criminal Code of Ukraine (illegal transportation of persons across the state border of Ukraine) and Part 3 of Art. 358 of the Criminal Code of Ukraine (forgery of official documents by prior conspiracy by a group of persons).
Law enforcement officers searched the place of residence and office of the DPSU employee. Computer equipment, hard drives, mobile phones and $20,000 in cash were taken.
SBI investigators are preparing a petition to the court to choose a preventive measure in the form of detention for the official and his removal from office. The citizen of the Russian Federation, who was engaged in the search for “clients”, is planned to be declared an international wanted man.
The pre-trial investigation is ongoing. Possible facts of treason on the part of one of the participants are also being checked. Procedural management is carried out by the Prosecutor General’s Office.
Earlier, law enforcement officers in the Dnipropetrovsk region detained a criminal group, the members of which were taking out military personnel from places of service and transporting them across the state border.
