Security forces arrested a former law enforcement officer from Chernivtsi who helped conscripts to illegally travel abroad. The man was an accomplice of the organizer of the scheme – a deserter from Kharkiv – and after the channel was exposed, he hid from the investigation. The illegal channel of going abroad was exposed and blocked by the State Bureau of Investigation at the beginning of this year. According to the investigation, it was organized by a deserter from Kharkiv who, instead of serving in the army, decided to make a living from evasion.

The investigators established that the husband forged a medical certificate about the wife’s alleged presence of the second group of disabilities and the need for constant care. On the basis of these documents, he was dismissed from service. Later, the forgery was exposed and the dismissal order was canceled, but he did not return to the army.

Instead, the man set up a scheme to illegally transport conscripts abroad. In December 2024, he offered an acquaintance with whom he previously served to organize a trip to one of the European countries for 7 thousand euros.

For this purpose, the organizer sent by mail blank business trip forms with the stamps of one of the law enforcement agencies. After entering personal data, the “client” arrived in Chernivtsi without any problems, where he was met by an accomplice – a local law enforcement officer.

It was this law enforcement officer who received the money, explained the details of the route and informed that the border crossing would take place outside the official checkpoint. He also provided instructions on how and where to wait for the “convenient moment”.

However, it was not possible to implement the plan. The attempt to illegally cross the border was quickly stopped by the DBR employees. The organizer of the scheme was detained, and in April 2025, the indictment against him was submitted to the court.

He is accused of:

  • evasion of military service by forging documents under martial law;
  • facilitating the illegal transportation of persons across the state border;
  • desertion.

After the channel was exposed, the law enforcement officer-accomplice disappeared. He stopped going to work, got rid of his mobile phone and moved to one of the villages. To complicate the search, the man periodically sent ordinary letters to his relatives by mail – under a fictitious name and surname. Despite the attempted conspiracy, the SBI officers located him and arrested him.

The former law enforcement officer was informed of the suspicion of illegal transportation of persons across the state border, committed by a group of persons based on a prior conspiracy. The court chose a preventive measure for him – detention.

The sanction of the article provides up to 9 years of imprisonment.
