The National Police opened criminal proceedings against the head of the Zakarpattia OVA, Myroslav Biletskyi, under the article on declaring false information. The journalists found out that the official did not indicate in the declaration his officially ex-wife, to whom numerous real estate objects and businesses were registered.

In October, Bihus.Info journalists drew attention to the fact that the head of Zakarpattia OVA does not indicate his ex-wife Oksana in his declaration. However, according to investigators, the couple continues to live together. Journalists recorded the ex-spouses in the estate in the historical center of Uzhgorod, which is registered to Biletskyi’s former father-in-law.
According to Bihus.Info sources, since the beginning of the full-scale invasion, Myroslav and Oksana Biletsky have traveled abroad together at least eight times. Some of them coincided with the working trips of the head of Zakarpattia OVA.
Oksana Biletska is actively engaged in entrepreneurial activities and owns shares in a number of companies of various profiles. Among her business partners are the wives of influential people’s deputies in Transcarpathia, Vasyl Petivka (cousin of Viktor Baloga) and Valery Lunchenko. Previously, she also appeared in a joint business with former customs officer and smuggler Valery Peresoliak, who was later put on the NSDC’s sanctions list. In addition, Biletska had a joint firm with Artur Sheregi, the head of one of the communal enterprises of the Vynogradiv City Council, from whom journalists discovered Russian assets and a Russian passport.
Also, the ex-wife and children of Myroslav Biletsky through the Estate Finance investment fund own a stake in the Ukrainian Nats Production company, whose beneficiaries include former Minister of Internal Affairs Arsen Avakov and former People’s Deputy Ihor Kotvitskyi.
In a comment to journalists, Myroslav Biletskyi stated that he “had no legal obligation” to declare these data. He also emphasized that his work as the head of OVA “cannot and is not influenced by outsiders.” The official’s son, Dmytro Biletsky, told the media that he was also not obliged to declare Optyshosh from a legal point of view.
We will remind that in Lviv Oblast, a former deputy of one of the city councils was suspected of declaring false information. The difference between the actual and submitted information exceeds UAH 4.7 million.
Formerly NAZK checked the declaration of the head of the second department of detectives of the unit for the protection of the economy in the sphere of circulation of excise goods of the main unit of detectives of the BEB, Maksym Aslanov, for the year 2024 and found a violation of 4.01 million hryvnias.
