In Zhytomyr, a minor girl was brutally tortured in one of the hospitals. She was tied to a bed, beaten in the face and suffocated with a pillow, while the police initially ignored reports of the crime. After the intervention of the ombudsman, the girl received medical and psychological help, and an investigation began. Dmytro Lubinets, Commissioner for Human Rights of the Council, declares this.
In one of Zhytomyr’s hospitals, a minor girl was tied to a bed, beaten in the face and suffocated with a pillow. A 15-year-old boy witnessed this terrible abuse.
The teenager first informed the police, but they did not respond to the complaint. Then he turned to the Commissioner of the Human Rights Council, Dmytro Lubinets. At his request, a monitoring group was sent to the medical facility, which confirmed the facts of violence. According to official documents, the fixation of the child lasted only two hours, but in fact it was used almost the entire time of stay in the hospital – almost a day.
Only after the intervention of the ombudsman did the police arrive at the scene, and then the investigation and documentation of the crime began. Information about the criminal offense was entered into the Unified Register of Pretrial Investigations under the article on torture.
Lubinets also appealed to the Prosecutor General’s Office and the National Police to monitor the pre-trial investigation and evaluate the actions of the law enforcement officers who had previously failed to respond to the child’s report. Currently, the victim is in the “Okhmatdyt” NDSL in the intensive care unit, where she receives medical and psychological assistance.
“Violations of children’s rights in medical institutions are unacceptable and require an immediate state response,” Lubinets emphasized. He also appealed to the Ministry of Health of Ukraine to protect the patient’s rights and verify the circumstances of the incident.
