Washington, together with its European allies, developed a large-scale security strategy aimed at preventing any repeated attempt at aggression by the Russian Federation after the end of the active phase of hostilities in Ukraine.
Bloomberg published the key provisions of this strategy.
The foundation of the plan is a multi-level defense architecture, where the Armed Forces of Ukraine will act as the first and most powerful line. It is assumed that the strength of the Ukrainian army in peacetime will be about 800,000 people, which will ensure constant readiness for repulse without the need for emergency mobilization. At the same time, Western partners undertake to provide continuous supply of the latest weapons and implement long-term personnel training programs.
An important element of the strategy is the active role of the United States in the field of intelligence and technical surveillance. The plan envisages the creation of an extensive monitoring system that will allow real-time monitoring of any movements of enemy troops along the demarcation line and timely detection of preparations for provocations or operations under a foreign flag. At the same time, it is planned to deploy contingents of the countries of the so-called “coalition of the determined” on the territory of Ukraine. These forces, which will include military personnel from leading European states, will be deployed at a certain distance from the front line to strengthen general confidence in the peace process and demonstrate Europe’s readiness for immediate intervention.
In the event of an attempt to break the peace, the action algorithm provides for the immediate activation of diplomatic channels and means of de-escalation to stop the conflict at an early stage. If political methods do not bring results, the Allies guarantee prompt provision of direct military assistance using the capabilities of the US Army.
Such a comprehensive approach, which combines Ukraine’s own power with technological and personnel support from the West, has caused considerable optimism among the Ukrainian leadership and European politicians.
The development of the plan took place against the background of intensive negotiations in Berlin and Brussels. European leaders, in particular British Prime Minister Keir Starmer, emphasized that the security of Ukraine is an integral part of the stability of the entire Euro-Atlantic zone. Although territorial issues remain the most difficult point of the negotiations, the 90% agreement on the defense framework gives grounds for cautious optimism.
Already tomorrow, December 19, the Ukrainian delegation will begin a two-day visit to the USA to discuss this plan directly with representatives of the American administration and Donald Trump’s team. The main goal is to finalize the document by Christmas to provide a clear algorithm of actions for 2026.
Earlier it was reported that Trump is developing a new security plan for Ukraine with legal guarantees.
Ukraine insists on obtaining legally binding security guarantees, so that after a possible cease-fire, the war does not repeat itself.
