The Pension Fund of Ukraine (PFU), the largest state body by the number of employees, will expand its powers from July 1, 2025.
In accordance with the project of the Cabinet of Ministers Resolution, published for discussion on the website of the Federation of Trade Unions of Ukraine, the Fund will begin to perform functions that previously belonged to the social protection authorities.
In particular, the PFU will pay state social assistance to persons who are not entitled to pension, people with disabilities and children with disabilities. In addition, it is planned to continue state aid payments during martial law by identifying the recipients of such support.
The document also provides for new rules for paying assistance to low -income families in the event of a long stay of family members abroad. If a person is outside Ukraine for more than 90 calendar days in a row, the procedure for receiving assistance will be revised.
These changes are part of the broader social security reform aimed at optimizing the work of state bodies. The Project of the Resolution was developed in accordance with the Law on Reforming Medical and Social Expertise and the implementation of evaluation of the daily functioning of persons.
To date, the Pension Fund of Ukraine is the largest state body in terms of employees – as of February 2024, 20.9 thousand people worked in it. This is more than in the State Tax Service, where 19.8 thousand employees are employed.
The main function of the Fund remains the payment of pensions, but in recent years its powers have expanded significantly.
In 2023, the PFU received functions of payment of subsidies, hospital, maternity and insurance payments. And soon the fund will administer the administration of a single contribution to compulsory state social insurance from the state tax service.
The budget of the Pension Fund for 2024 amounted to UAH 856 billion.
