The ombudsman pointed out the problems with body cameras in the TCC

The Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, stated that body cameras are missing or malfunctioning in many TCC and SP alert groups due to alleged insufficient funding.

During the meeting of the specialized temporary investigative commission of the parliament, the ombudsman emphasized that during the investigation of incidents, the equipment is often turned off, writes Ukrinform.

In order to protect the rights of citizens, Lubinets suggested that people’s deputies legally oblige employees to keep cameras on during work. If there is no video recording or its malfunction, the ombudsman calls for the citizen’s testimony to be automatically considered as a priority when considering complaints.

In addition, the commissioner pointed to gaps in the internal regulations, where the terms of storage of video materials are not clearly defined. According to Lubinets, the experience of the National Police should be taken as a model, where the procedures for using devices and responding to their shutdown are clearly regulated and work effectively. We will remind that last year, the TCC representatives received an avalanche of complaints, the total number of which reached 6,127 appeals.

In 2025, the Office of the Ombudsman received more than 1,700 appeals from citizens regarding violations of human rights and legislation during the passage of military medical commissions (MMC).

Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, reported that the Khmelnytskyi region has become the best region of Ukraine in terms of the quality of mobilization.
