The Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets stated that in 2025, the number of appeals in Ukraine increased in Ukraine and in the media cases of violations of rights during mobilization measures by employees of territorial centers of staff.

This trend is maintained, and in total, 2.5 months of this year, the Office of the Commissioner received more than 40 individual requests for violations in Kharkiv region: lack of lawyers, use of force, weapons and other special means, non -acceptance of documents and other violations, Ombudsman said.
Lubinets assured that “every such case is not left without attention.”
“I and my representative in the Kharkiv region are reacting to such incidents to ensure human rights.
Recently, at least 3 videos are placed in the media, where cyclists are beaten by a car and then people use force and these cyclists are placed in cars.
I will emphasize that such actions are unacceptable and need response, ”Lubinets wrote.
We will remind, in Kharkiv a car with servicemen of the Tax Code and SP inadvertently knocked down a cyclist who was moving through the carriageway and making a maneuver towards the car. The incident was assigned an investigation.
And in Kremenchug, a man fired at a military shopping mall of traumatic weapons. The suspect was detained, the victim was assisted.
