The National Bank of Ukraine (NBU) is initiating changes in the rules of non-cash payments, seeking to make them more convenient for users.
Offers NBU submitted for re-discussion, were developed taking into account the opinions of market participants, which were discussed back in the summer of 2025. The main goal of the innovations is to reduce the number of mandatory details in payment instructions, which should facilitate the process of conducting financial transactions.
Among the proposed changes is the simplification of the requirements for filling out payment documents depending on the method of transfer. In particular, now to transfer funds to the account, it will be enough to indicate only the recipient’s last name, first name, code and account number, and it will not be necessary to indicate the identification code of the payer to pay for utilities. The NBU also obliges services that make transfers to automatically include information about the purpose of payment and details.
Pending the introduction of new rules, the updated SEP-4.1 electronic payment system will begin functioning by the end of the year, and a full launch of open banking in Ukraine is planned by 2027. This should help improve financial services and reduce errors in the settlement process.
As a reminder, the automatic extension of payments for internally displaced persons (IDPs) will take place in October 2025 and will continue for the next six months ( until February 2026), but only for those who meet the enhanced criteria of financial and property status and passed mandatory identification by October 1.
