The Ministry of Digital Transformation of Ukraine is working on “eExcise” – an electronic system for the circulation of tobacco and alcohol. The beta test of the application is planned for spring 2025.
This was announced by the Deputy Prime Minister for Innovations, Development of Education, Science and Technologies – Minister of Digital Transformation of Ukraine Mykhailo Fedorov.
“When we implement the service, it will be possible to track goods throughout their journey – from the manufacturer to the end consumer. And every Ukrainian will be able to check the legality of the product in a few clicks through “Diya”, Fedorov said.
According to him, businesses will receive excise stamps without bureaucracy and visits to the tax office.
Fedorov cited research data, according to which the average annual share of illegal tobacco in Ukraine is 16.1%, and the state lost UAH 21.9 billion in 2024 due to the shadow tobacco market.
“Illegal goods do not have an excise stamp and taxes are not paid for them, because of this, billions go past the budget every year, and people buy low-quality products of unknown origin,” Fedorov added.
We will remind, on December 16 it became known that detectives of the Territorial Administration of the Bureau of Economic Security in the Odesa region exposed a resident of Bilhorod-Dnistrovskyi who kept and sold cigarettes without excise stamps.
Earlier it was reported that the law enforcement officers seized almost 14.4 million packs of cigarettes. Only from them, more than UAH 706 million of taxes did not go to the budget.
In the Ternopil region, a criminal group was exposed that manufactured household chemicals under the brands of well-known brands. The “business” was organized by a resident of Chortkivshchyna.
