According to the order of the Ministry of Health, from the new year, certificates of psychiatric examinations (preliminary, periodic and emergency, in particular regarding the use of psychoactive substances) will be issued only by medical facilities that:
- have a license in the specialty “psychiatry”;
- concluded a contract with the NSZU for the relevant service packages;
- work in the electronic health care system (ESH).
In addition, examinations can be carried out by licensed medical institutions of state structures, in particular the Ministry of Defense, the Ministry of Internal Affairs, the Security Service of Ukraine, the Foreign Intelligence Service of Ukraine, State Special Communications, etc., which provide medical assistance.
The requirements for the doctor who will conduct the examination will also change. It should only be a qualified psychiatrist registered with the ESOZ. The Ministry of Health again emphasized the mandatory training of doctors.
The department added that currently in Ukraine, 904 medical institutions are contracted with the National Health Service and provide outpatient, inpatient and mobile medical care in the direction of “Psychological and psychiatric care”. They can ensure that psychiatric examinations are carried out in accordance with the new requirements.
“The changes will help make the process transparent and avoid forgeries,” the Ministry of Health says.
