The Ministry of Foreign Affairs explained that Istanbul talks would not bring peace, a meeting of presidents is needed

The format of negotiations in Istanbul will not make progress except the exchange of prisoners of war. The diplomat noted that the Istanbul format could not significantly change the current situation, except for agreements on prisoners of war.

He called the “dictatorial nature of the regime in Russia”, in which “only one person has authorized himself to make those decisions that can put an end to the war or establish a sustainable ceasefire.”

Kislytsa noted that in view of the situation, the Ukrainian delegation during two rounds in Istanbul insisted on the need to prepare a meeting of the leaders of the two countries – the President of Ukraine Zelensky and the head of the Kremlin Vladimir Putin.

“We talked about it in May and June. Instead, the Russians have a different logic – that first we have to fulfill their requirements, and then the leaders will meet, ”Kyslytsy said.

He added that without meeting two leaders, or three, together with US President Donald Trump, “it is unlikely to reach stunning decisions.”

Ukraine and Russia have already held two rounds of negotiations from the end of the war – May 16 and June 2, 2025.

Instead, both meetings did not have a practical result, as the Kremlin refuses to temporarily cease fire for a period of 30 days and makes requirements unacceptable for Kiev.

In particular, for the probable truce, Moscow requires to suspend mobilization and weapons from Western partners.

In order to complete the fighting and the longer peace, the Kremlin demands that Russian Donetsk, Lugansk, Zaporizhzhya, Kherson regions and Crimea, refuse to supply Western weapons, declare neutrality and not join NATO and other military blocks in the future.

The only point for which parties could agree on the results of two rounds of negotiations is the exchange of prisoners and bodies of dead soldiers.
