The Ministry of Finance of Ukraine insists on restricting bank secrecy and expanding the powers of tax authorities. Deputy Minister Denis Ulyutin stated that the Ministry of Finance was discussing with the National Bank on providing direct access to data on citizens’ accounts of the Fiscal Service.
In a video that published in his Telegram -channels member of the Financial Committee of the Council Yaroslav ZheleznyakUlyutin says that the National Income Strategy already provides appropriate steps and they will be implemented regardless of resistance. It is about the introduction of a register of accounts and bank safes, as well as the possibility of pre -trial access to information on accounts.
Instead, the National Bank opposes such changes. NBU Chairman Andriy Pyshny believes that bank secrecy is the basis of trust in the banking system and cannot be canceled without a court decision.
The Ministry of Finance has already reported these initiatives in the IMF memorandum. The Ministry also stated in the budget declaration for 2026-2028, which plans to expand the grounds for extrajudicial access to the financial information of taxpayers in accordance with EU requirements.
