The Ministry of Finance of Ukraine has developed a number of normative acts aimed at reforming the State Customs Service.
The main purpose of these changes is to reduce corruption risks, increase fraud fighting and ensure the transparency of customs authorities.
These measures are provided by memoranda between Ukraine and the IMF on economic and financial policies.
One of the key decisions was the approval of the resolution “On the procedure for conducting a psychophysiological survey of customs officials and candidates for the public service with the use of polygraph”.
This decision was made on April 1, 2025. The resolution is aimed at preventing corruption, forming a qualitative personnel and control over compliance with the legislation by customs officials.
The document defines clear procedures for conducting the survey, including preparation, registration of results and ensuring the legality of the process. Particular attention is paid to the rights of participants – voluntary agreement, confidentiality and acquaintance with the results.
At the same time, the survey results are only indicative and cannot be used as evidence in court or grounds for refusal to hire. Strict protection of data obtained during the survey is also provided.
Another important step was the introduction of the order of verification of integrity and monitoring of the lifestyle of customs officials. From now on, all employees will annually fill in the Declaration of Integrity.
The government will also check information about possible poor behavior, the reliability of data in declarations, and the compliance of living standards with declared income.
We will remind, in the Ministry of Finance of Ukraine denied the increase in taxes for FOPs. Such information is not true and is manipulative.
We also reported that in 2024 the Customs Service of Ukraine recorded exports of Ukrainian steel to Russia for $ 21.04 million despite the ban. It turned out that the transaction was decorated with a back number.
