Finance Minister Serhiy Marchenko explained that in Ukraine they want to create a register of bank accounts and individual banking safes of individuals that will control the State Tax Service. This should help adapt payments to the euro – SEPA area.
Finance Minister Serhiy Marchenko said this at the annual research conference “Economic and Financial Integration in the World of Dispute and Fragmentation”.
For European integration, Ukraine has to comply with European directives and adopt appropriate laws. This includes the Law 13233 – on joining a single payment zone in the euro (SEPA), which is now under consideration in parliament. In Ukraine they want to create a register of bank accounts and individual banking safes of individuals that will control the State Tax Service. If Ukraine monitors citizens’ bank accounts, it should help adapt payments to the euro – SEPA area.
“I believe that we need to accept the fact that if we want to get the opportunity to make payments in the euro, we have to adopt this law as quickly as possible. We have no other choice. These are our obligations to partners and it is a step that will adapt our payments to the euro area, ”Marchenko said.
Ukraine’s accession to SEPA will simplify payments in euros – payments can be made from Ukraine, not open accounts in other countries. In addition, the time for calculations will be significantly reduced, there will be no commission on payments.
According to Marchenko, it is also an advantage for citizens-“for those who have no problems with the law, it will be possible to show their own accounts and say that we can make payments to any EU country.”
“Of course, there are a lot of discussions about the register of accounts and bank safes. But we must go this path and understand that if we want to be transparent and make payments in the euro area, we have to do it, ”Marchenko emphasized.
The register will include all available bank accounts of Ukrainians and their individual safes in banks.
The new bill also obliges the NBU, banks, non -bank financial institutions, as well as electronic money issuers to immediately inform the tax on opening or closing of accounts, e -wallets and contracts for the use of bank safes.
The country will create a register of ultimate beneficial owners of trusts and other similar legal entities, which will also administer the tax. The state and financial authorities will send it the relevant information to it, and the government will create a mechanism for verifying this data and will be responsible for their inaccuracy.
The new bill provides a number of guarantees for corruption and financial frauds, as well as for their loved ones. They will be provided with free legal aid and information about them will be protected from disclosure.
Moldova and Serbia have already opened such registers and received a tool for payments in the Eurozone, Marchenko added.
Earlier, the Verkhovna Rada again obliged Ukrainian entrepreneurs, enterprises, institutions and organizations to submit statistical and financial reports to the state statistics.
The Verkhovna Rada of Ukraine approved the amendment to solve tax problems of military entrepreneurs, canceling a 10-day restriction on submission of documents after demobilization.
