The Ministry of Education will change the admission conditions for applicants from abroad

In 2026, the Ministry of Education and Science of Ukraine is introducing an important change for applicants who are abroad. According to the project of the Admission Procedure, the results of the national final exams of European countries can now be recognized as an alternative to the National Multi-Subject Test (NMT) for admission to Ukrainian institutions of higher education.

The Ministry of Education and Culture writes about this.

This initiative is aimed at ensuring that Ukrainian graduates who graduate from schools in Europe are not forced to take double exams (both at the place of residence and the Ukrainian NMT).

  • The results of foreign counterparts will be evaluated individually by university admissions committees.

  • Grades for foreign exams will be counted instead of the corresponding NMT subjects on the basis of Methodical recommendations, which will be approved by the Ministry of Education and Culture later.

  • You can take advantage of this opportunity within one year after receiving a document on secondary education in the host country.

In addition to the recognition of foreign exams, the government and the Ministry of Education and Culture have developed a number of other innovations designed to simplify the admission process and improve its quality.

  • Mandatory submission of motivational letters was abolished, as they often did not reflect the applicant’s real abilities.

  • The number of applications that can be submitted by one applicant has been reduced from 15 to 12.

  • The threshold scores of NMT in the main subjects have been increased to increase the competition among entrants.

  • The weight factor of the creative competition for entrants to art and culture specialties has been increased.

Although NMT remains the main admission tool for most applicants, including abroad (through the system of temporary examination centers), the recognition of European exams will become an additional option for the strongest students. According to representatives of the Ministry of Education and Culture, the requirements for final exams in EU countries are often higher than in Ukraine, which is why universities are interested in such applicants. Unlike Russia, where education is increasingly isolated, Ukraine is integrating into the European educational space, creating the most flexible conditions for the return of young people.

We will remind, the Ministry of Education and Science of Ukraine is planning create a zero course for applicants who have not passed the national multi-subject test.

Also in Ukraine from January 2026 starts zero rate for preferential entrants.
