The new resolution of the Cabinet of Ministers on the procedure for granting deferment from the draft includes the provision that students and teachers receive it until the end of the academic year. The Ministry of Education assured that no one will mobilize these categories in the summer, and the contradiction in the document will be corrected.
This was announced by the Ministry of Education and Science of Ukraine and People’s Deputy Roman Hryshchuk.
Hryschuk noted that on January 16, the resolution of the Cabinet of Ministers of Ukraine on the procedure for deferring military service came into force.
However, according to him, some provisions of this document caused concern among representatives of the educational community and people’s deputies, as their interpretation may contradict the Law of Ukraine “On Mobilization Training and Mobilization”.
In particular, he noted that the resolution provides that:
- For students, graduate students and other persons specified in subparagraph 1 of paragraph 2 of Appendix 5, a deferment is granted for a semester, but not more than six months.
- For scientific, scientific-pedagogical and pedagogical workers specified in subparagraph 2 of paragraph 2 of Appendix 5, the deferral is valid until the end of the academic year or until the legal grounds for obtaining it are lost.
“According to this resolution, the postponement is granted until the end of the academic year, i.e. May-June. What then with the teachers in the summer months? The same risks apply to students,” he emphasized
The Ministry of Education and Science denied any threats to mobilize students, graduate students and teachers.
The department emphasized that:
- no mobilization of representatives of these categories, who have the right to deferment according to the law, is foreseen;
- there is no discussion or debate on this issue at the government level;
- any inconsistencies in the by-laws or other documents will be resolved in accordance with applicable law.
Earlier, the head of the Center for countering disinformation at the NSDC, Andriy Kovalenko, denied information about the possibility of mobilizing students who are undergoing basic military training and may be expelled. He noted that such persons are not subject to mobilization until they reach the age of 25.
