As of 2023, the highest number of military persons, a total of about 700 people who refused to pass the Military Medical Commission (VLK), were Registered in the city of Kiev and the capital region.
The following, 2024, in the leaders again Kyiv and Kyiv region, where 1600 conscripts were abandoned by the VLK. But in the first quarter of 2025, the most refusals were in Cherkasy and Sumy region.
“Together, more than 2,000 conscripts,” Alexander Fedienko calculated. He also cited statistics in which the number of protocols issued and the penalties paid are very different. Let’s say in the north, where in 2024 they refused to pass the VLK 2853 servicemen, and the fine was paid only 708 conscripts, bringing 3 267 950 UAH to the budget.
In 2025, 4206 conscripts were abandoned by the VLK, but paid 488 conscripts for it, resulting in the budget received 8 095 300 UAH.
In general, Art. 210 of the Code of Administrative Offenses provides for responsibility for:
- late clarification of military accounting data (change of place of residence, marital status, etc.);
- failure to appear to the CCC without valid reasons;
- ignoring mobilization messages;
- non -compliance with the order of military accounting at enterprises.
Therefore, as the elect noted, it is difficult to allocate the rejection of the VLK in the total mass, but it is a fact that a huge percentage of conscripts, servicemen and reservists do not pay fines.
