On May 1, 2025, the Minister of Defense of Ukraine Rustem Umerov announced the beginning of the reorganization of the procurement agency of the Ministry of Defense – the state operator of the rear (DOT). The activities of the Office are synchronized with the work of the Defense Procurement Agency (AOP), which provides forces for arms defense.

The Ministry of Defense has explained the key stages of reform, which will last for several months.
According to the head of the Main Directorate of Control of Defense Procurement Sergiy Bulavkoa, the association of DOT and AOP will take place after the martial law is completed, and the transitional stage will continue the preparation of the required regulatory framework.
The chairman of the reorganization commission was appointed director AOP Arsen Zhumadilov.
Although the unification of agencies is planned after the hostilities are completed, it is necessary to prepare for it today, the minister explained.
“After the war, the defense spending will be reduced. This means that the maintenance of two individual agencies will be financially impractical, ”Zhumadilov said.
We will remind, the Ministry of Defense of Ukraine for the first quarter of 2025 prevented violations and provided savings on purchases for 176 million 500 thousand hryvnias.
