NABU and SAP exposed the scheme of theft of public funds during the purchase by the Ministry of Defense of Ukraine of food for the Armed Forces of Ukraine in the conditions of a full -scale invasion of the Russian Federation. It is about theft of over UAH 733 million.

The former head of the Department of Defense of Ukraine, owners of related suppliers, two heads of suppliers and an individual was reported suspicion.
According to the investigation, during 2022-2023 the provision of the army of food was due to the purchase of so-called sets of products. This envisaged the ability to order products under an approved catalog, which numbered 409 names.
The most used, such as vegetables, cereals, meat, water, made up only 10% of the range. The rest, such as spices, gelatin or berries have been ordered occasionally or never.
The price of the kit was formed taking into account all the names of the catalog and was their average cost. This allowed suppliers to manipulate prices: overestimate them on running products and lower them on low -lived or those that cannot be ordered due to seasonality of supply (cherry or apricots in winter). That is, at first glance, there were no violations, and the price of the kit did not change. However, the potatoes supplied by thousands of tons were sold three -year, and seasonal berries and fruits that were almost not ordered cost a penny.
As a result of such frauds, in August-December 2022, two supplier companies controlled by one owner illegally received surpluses in the amount of more than UAH 733 million. Some of these funds were subsequently brought out under the guise of dividend payments and rendering financial assistance to related companies.
The commission of the crime was facilitated by the official of the Ministry of Defense of Ukraine, who during the signing of the contracts “did not notice” price anomalies in the catalog.
After the beginning of the pre -trial investigation in January 2023 and the distribution of relevant information in the media, in particular, the purchase of eggs at 17 UAH apiece, the accomplices of the equipment reduced the prices by the 11 most sought after products, which prevented the storage of budget funds in the amount of UAH 788 million.
After the NABU and the SAP proposals for the elimination of the causes and conditions of the product equipment, the Ministry of Defense has taken appropriate measures: the order of purchase has changed now, some pilot projects have been introduced.
The crime was exposed with the assistance of the State Audit Service of Ukraine.
Earlier in the Kyiv region, DBR employees exposed an official of the Kiev military unit who participated in the theft of fuel. The head of the logistics service of one of Kiev’s military units together with other servicemen stole the fuel.
Another in the Chernivtsi region, the head of one of the village councils reported suspicion of theft of UAH 1.4 million of budget funds for the purchase of winter uniforms for the military. Winter uniforms for servicemen were purchased at inflated prices.
Earlier in Kiev, the prosecutor’s office reported suspicion of seizing budget money during the purchase of automobile tires for an exterior for production and the chief of one of the departments of KP “Kyivpastrans”. The amount of losses is over UAH 7 million.
In Kiev, the official of KyivMedspestrans and contractors received suspicions of seizure of more than UAH 6 million during the purchase of spare parts for ambulances. The suspicion of the head of the unit of KO “KyivmedSpestrans”, an accountant and three contractors has already been reported.
Also in Kiev they exposed a scheme for the appropriation of 9 million hryvnias at the state procurement of the municipal enterprise. The suspicions have already been received by the exponents of the metropolitan carrier.
