The law on military ombudsman provides for refusal to consider anonymous complaints

The Verkhovna Rada adopted the bill 13266 on the military Ombudsman. The main issue concerns the consideration of complaints of military and effective response to them by bringing the perpetrators responsible for violation of rights. The law does not consider anonymous complaints, except in cases where the anonymous complaint concerns a specific violation and contains actual data that can be verified. The Verkhovna Rada adopted the bill 13266 on the military Ombudsman. The main issue concerns the consideration of complaints of military and effective response to them by bringing the perpetrators responsible for violation of rights. The law does not consider anonymous complaints, except in cases where the anonymous complaint concerns a specific violation and contains actual data that can be verified.

Also are not subject to consideration of the complaint in case:

  • The issues raised in the complaint are not within the competence of the military Ombudsman;
  • The complaint is, in essence, an identical complaint, which was previously considered by the military Ombudsman;
  • the complaint concerns the provision of a legal position or interpretation of the rules of the legislation of Ukraine;
  • The complaint requirements are the subject of any court proceedings.

If the complaint revealed signs of a criminal offense, the relevant law enforcement agencies shall be immediately notified in accordance with the procedure established by law, and in case of detection of corruption or corruption -related offenses, the National Agency for Prevention of Corruption (NACC) is also detected.

The main method of response to the violation will be a check that the military Ombudsman or his deputy will send the conclusion to the commander or the chief on the need to terminate the violation of the rights of the person or consideration of the issue of bringing the commander or official whose actions have led to violation of rights to disciplinary liability.

In the future, such a commander or chief, the military administration body is obliged to inform the military Ombudsman “On the measures taken” in writing. That is, the main functionality will be to exchange information, and direct measures will take (or will not take) the commander or chief.

It should be reminded that on September 17, the Verkhovna Rada approved the Bill No. 13266 on the creation of a new position of military Ombudsman. 283 MPs voted for the adoption of the law.

Earlier, the Minister of Finance Serhiy Marchenko assays that despite the hope of completion of the war in 2025, the state budget project for 2026 was formed according to an alternative scenario – taking into account hostilities throughout the year.

In July 2025 before General fund The State Budget of Ukraine received 162.9 billion UAH of taxes, fees and compulsory payments.
