The Ukrainian side said that it “did not have a mandate” to make decisions about the territories – especially about concessions, as the initial draft of the plan proposed – because according to the country’s Constitution, this would require a nationwide referendum.
According to Kyslytsia, the new project had little in common with the previous version of the peace proposal. “Very little remains of the original version. We have developed a significant array of agreed positions and identified several points where we can compromise. The rest will require decisions at the level of leaders,” he said.

Copies of the draft plan, which were given to the heads of the American and Ukrainian delegations, became the only ones that were allowed to be taken out of the negotiation room. All other copies were removed after the meeting.
Kislytsia also said that the atmosphere in Geneva was “very tense”, and the first hours were “absolutely… on the line”. The Americans arrived disappointed by media leaks in the days leading up to the meeting and public debate over the origins of the first draft of the proposal.
