The mission of the International Monetary Fund (IMF) has started work in Kyiv to conduct official negotiations regarding the new cooperation program with Ukraine. One of the fund’s key demands is the elimination of tax evasion schemes, said Roksolana Pidlas, head of the Verkhovna Rada’s budget committee.
“We discussed the details of Budget 2026 with the head of the mission Gavin Gray and his colleagues. The total volume of the program offered by the IMF to Ukraine is about $8 billion for 4 years. This is less than we expected and than we need, but the IMF program is the key to obtaining financing from other partners, including a reparation loan,” Pidlasa wrote.
The decision of the IMF board on the launch of the program is expected in January, when the first disbursement is also planned. Among the preliminary actions for the start of the program is the adoption of the budget for 2026 within the deficit agreed with the fund.
“Regarding structural beacons, the IMF is most interested in increasing state budget revenues, in particular by closing tax evasion schemes,” the head of the committee emphasized.
The investigation of cases under Article 212 of the Criminal Code of Ukraine (tax evasion) is under the jurisdiction of the Bureau of Economic Security (BEB), which was headed by Oleksandr Tsyvinskyi on August 6. He repeatedly emphasized that it is incorrect to evaluate the effectiveness of the BEB only by the reimbursement of funds, and the economic effect of the Bureau’s work should be manifested through the general increase in tax revenues.
So far, the BEB management has not made public the plan for updating the agency, new approaches or performance evaluation criteria, as well as statistics on increasing budget revenues.
BEB referred the case of an underground casino in Izmail to court.
It will be recalled that the BEB launched the “Economic Shield” project.
BEB also exposed a chain of stores that sold fake clothes and shoes under the guise of global brands.
