The head of the CEC proposed a separate law for post-war elections in Ukraine

In order to hold post-war elections in Ukraine, it is more expedient to adopt a separate law that will establish specific procedures that are not typical for elections in peacetime. In order to hold post-war elections in Ukraine, it is more expedient to adopt a separate law that will establish specific procedures that are not typical for elections in peacetime.

The head of the Central Election Commission, Oleg Didenko, told about it.

“In my opinion, it is more expedient to adopt a separate law that will regulate the specifics of post-war elections – to establish specific procedures and moments that are not typical for elections in peacetime,” Didenko noted.

He also emphasized that there is a separate question about the criteria for the possibility or impossibility of holding elections in a certain territory. “This issue should also be regulated by a separate law,” added the head of the CEC.

According to him, such a draft law was developed by the CEC back in 2022 and proposed to the Verkhovna Rada. After that, there was some work with international partners, but “as of now, it is not registered as far as I know.”

Didenko explained that due to the war, there are many settlements in Ukraine that are completely or partially destroyed and practically depopulated. “Is there a need to hold elections there? Such issues must be resolved,” he emphasized.

All these aspects “must be regulated by legislation,” the head of the CEC emphasized.

In Ukraine so far there is no technical or legislative possibility to vote in the presidential elections through the “Action” application. The idea is discussed only publicly, and no concrete steps are taken to implement it. Mykhailo Fedorov explained that changes in the laws and decisions of the Central Election Commission are needed first.

Verkhovna Rada Speaker Ruslan Stefanchuk signed order on the creation of a working group that will prepare a draft law on holding elections under martial law. The document will have a one-time use.
