The government will protect the railways and the post office: the project to strengthen the critical infrastructure has been expanded

The Cabinet of Ministers decided to include new industries in the experimental project to protect critical infrastructure from Russian attacks.

Resolution No. 1315 of October 18, 2025 added railway transport, the postal sector, as well as water and heat supply systems to the list.

Previously, the program covered only fuel and energy facilities, however, in the context of changes in the tactics of enemy attacks, the government decided to expand the protection to other strategic areas.

Ukrzaliznytsia, the Reconstruction Agency, regional and Kyiv city military administrations will participate in the implementation of the project. These structures will receive the status of customers for construction, reconstruction and capital repair of infrastructure facilities.

Financing will be carried out from the state and local budgets, including the reserve fund, as well as from other legal sources. The responsible organizations are obliged to regularly report on the spending of funds and the progress of activities.

Within five working days, the Ministry of Development must coordinate the lists of objects that require urgent protection or restoration.

The list will include facilities that require the installation of generators, battery stations, backup power systems and other technical solutions for uninterrupted operation.

Critical infrastructure operators will have the right to delegate customer functions to state-owned enterprises or military administrations on the ground. Such a scheme will make it possible to make decisions faster and reduce bureaucratic procedures in the conditions of martial law.
