The government has registered a draft law in the Verkhovna Rada that amends the current legislation regulating the payment of compensation to whistleblowers.

The draft law is aimed at the regulatory and legal settlement of the issue of the execution of court decisions on the payment of compensation to the whistleblower and bringing the legislation into line.
The draft Law proposes to define a separate procedure for the payment of compensation to persons who reported on a corruption crime, the monetary amount of the object of which or the losses caused to the state by 5 thousand or more times the amount of the subsistence minimum, and who actively contributed to its disclosure.
The National Agency for the Prevention of Corruption (NACP) is proposed to be designated as the body responsible for planning and using funds for the implementation of measures to pay whistleblower rewards under a separate budget program. The government also proposes to make changes to some articles of the Criminal Procedure Code of Ukraine in terms of identifying and ensuring the implementation of the procedure for paying whistleblower rewards.
On January 1, 2020, the law “On Amendments to the Law of Ukraine” on Prevention of Corruption “Regarding Whistleblowers” entered into force in Ukraine. The law establishes the amount of compensation for corruption whistleblowers. It will be at least 10% of the monetary amount of the subject of the corruption offense or the amount of damage caused to the state from the crime, but it cannot exceed 3,000 minimum wages.
It was previously reported that the Office of the President of Volodymyr Zelenskyi wants citizens to more actively report facts of corruption known to them.
