All processes will take place through the “Action” portal and application using artificial intelligence. The project has already started in test mode and is designed for two years. The State Employment Service of Ukraine will become the administrator of the system. The Ministry of Economy, Environment and Agriculture and the Ministry of Digital Transformation are designated as project coordinators.

The main idea of ​​”Obriyu” is to translate all key stages of labor relations into a digital format. Searching for a job, recruiting staff, concluding an employment contract, terminating it, and managing an employee’s personal file will take place online through the Diya portal and mobile application. One of the key features of the system will be the use of artificial intelligence. He will analyze the skills, experience and qualifications of a person and select vacancies taking into account the real compliance with the employer’s requirements.

Each able-bodied person will receive his own digital profile – “Obriy ID”. It will collect information on qualifications and skills according to European ESCO standards. It is on the basis of this data that the system will offer vacancies — from full compliance to a minimum threshold of 51%.

If the level of compliance is lower, the system will tell you what skills are missing and offer options for training or retraining. In particular, it will be possible to receive a grant of up to 15,000 hryvnias for training through “Obriy”. Through a digital profile, a person will also be able to:

  • register the status of unemployed;

  • apply for assistance;

  • to officially resign from work in the temporarily occupied territories;

  • submit feedback on vacancies;

  • sign personnel documents online.

Employers will get their own account in the system. They will be able to manage vacancies, view candidates, whom the system will automatically select according to the level of suitability, and invite them to interviews.

It is expected that this will significantly reduce the time it takes to find employees and help people find relevant work faster. A separate block of “Obryu” is analytics. The system provides for the creation of registers of able-bodied persons and workplaces, as well as tools for analyzing the labor market in real time. The data will allow you to see trends, the shortage of specialists and business needs, as well as predict which specialists will be needed in the future.

Participation in the pilot project will be voluntary for both employers and employees. This, according to the government’s plan, will allow digital tools to be gradually adapted to the real conditions of the labor market. The government plans that the Unified digital system of the labor market will be fully operational in October 2026.

The “Horizon” system will use the European ESCO classifier, which will ensure compatibility with EU labor market information systems and Ukraine’s integration into the EURES network. The development of “Obriya” is carried out by the Ministry of Economy together with BRDO with the support of the Program “Partnership for a strong Ukraine”, which is financed by the governments of Great Britain, Estonia, Canada, Norway, Finland, Switzerland and Sweden.

As a result, Obryi should create a single digital route for all participants of the labor market — from job search to retraining, analytics and state support, gathering everything in one place and in a few clicks.
