The government identified frontline regions as a priority for 2026 and allocated billions in subsidies

Prime Minister Yuliya Svyridenko reported that 6.6 million citizens currently live in the frontline communities of Ukraine, so supporting these territories remains a key direction of state policy in 2026.

To ensure the stability of communities, the state budget provides an additional 10.6 billion UAH in subsidies and 30.9 billion UAH to compensate for income lost due to Russian aggression. The government aid package has already reached 230 communities, where special tools are being implemented to support people, businesses and the social sphere.

Special attention is paid to social guarantees for workers in critical industries, in particular, primary care doctors in the frontline areas will receive a salary of up to UAH 35,000, and 25,000 teachers will receive a monthly supplement of UAH 4,000. For the stable passage of the heating season, the government established a preferential gas tariff for cogeneration plants and introduced a moratorium on the disconnection of utility services for debts. In addition, there is a winter support program, within which the state compensates the cost of 100 kW of electricity per person every month and pays assistance for the purchase of firewood.

The economic stability of the regions is supported through the adapted “Made in Ukraine” policy, which provides for 100% reservation of employees of critical enterprises and the expansion of the preferential lending program to areas of active hostilities. From January 1, 2026, the property insurance program against military risks started, which allows businesses to receive up to UAH 10 million in compensation for damage caused by shelling from the Russian side. Also, grants of up to UAH 16 million are available to businesses to restore the equipment of processing enterprises, which should stimulate the restoration of production near the front line.

Officially acquired in Ukraine validity the law “On the State Budget for 2026”, according to which the minimum wage increased from 8,000 to 8,647 hryvnias per month.

In 2026, more than half of Ukrainian employers plan to increase salaries by 10-20%. The business also maintains staff, continues to hire and actively employs veterans and internally displaced persons.

In Ukraine, the highest salaries among officials are paid by employees of collegial authorities, where the staff is smaller and the number of managers is greater.
