The Cabinet of Ministers of Ukraine by Resolution No. 663 of May 30, 2025 amended the Regulations on the procedure for the appointment of housing subsidies. The document was published on the government portal.
The government has simplified the procedure for obtaining subsidies for family -type orphanages (DBST), foster families and large families who raise three or more children.
From now on, there will be no obstacle to a housing subsidy for these categories:
– purchase of housing or land;
– availability of funds in the deposit account;
– costs for children’s needs (food, clothing, household or computer equipment, etc.), provided that the relevant documents are confirmed – checks, contracts, etc.
Also for such families increased the marginal threshold of debt for housing and communal services-from 680 UAH to 4 000 UAH.
In addition, for DBST and foster care it is stipulated that persons who are registered or declared at the address but not specified in the declaration will not be included in the household. Their income and property will not affect the right to receive a subsidy.
If several DBST lives in one living space, they can be taken into account separately – as different households.
The decree also contains innovations for internally displaced persons (IDPs). If IDPs in the household have not changed their place of residence, they will be automatically appointed subsidy for a new period.
