The Cabinet of Ministers has launched an experimental project for the defense-industrial complex based on the “Design and Build” principle, which should significantly accelerate the creation and duplication of production capacities of Ukrainian enterprises.

The new approach makes it possible to reduce bureaucratic delays and speed up the launch of critical facilities necessary for continuous production of weapons and ammunition.
The government considers this tool as one of the key tools for strengthening the defense stability of the country in the conditions of a protracted war.
Traditionally, the construction of industrial facilities takes place in stages — from the project to commissioning, and each stage starts only after the completion of the previous one, which delays the deadlines for months or even years.
The “Design and Build” mechanism allows you to carry out design and construction in parallel, effectively turning the process into a single complex “turnkey” contract according to the European Design-build standard.
This makes it possible to quickly build or restore workshops, warehouses and other critical objects of the defense industry without wasting time on unnecessary approval procedures.
Enterprises involved in the experiment will have the right to connect to resources — water, gas, heat and electricity — even before the formal completion of all construction procedures and the registration of the facility’s readiness declaration.
This means that production lines will be able to be launched much earlier, and the process of capacity building will not depend on long technical formalities.
First, the model will be tested at one of the key enterprises of the Ukrainian defense industry, and after working out the mechanism, it is planned to spread it to a wider circle of industry participants.
