On August 1, the Government of Ukraine made a decision to amend the Plan of Ukraine, which provides for reforms necessary for obtaining EU funds under Ukraine Facility.
The Minister of Economy Alexei Sobolev has informed about it.
The Minister explained the need to change the need to “actualize obligations”, since two years have passed since the preparation of the Plan of Ukraine.
Some terms from the plan need to be extended, while others are reduced, add references to specific EU law acts and clarify the formulation of steps, Sobolev explained.
“The possibility of amending the plan has been discussed with the European Commission from the beginning. It is envisaged by the regulations on the creation of Ukraine Facility, and our teams have worked together to harmonize the corrective for the last few months, ”the minister said.
He added that the volume and content of Kyiv’s obligations to European partners remain the same as they were.
“We will continue to implement the plan according to its updated version. The changes will be concerned with the steps from the 3rd quarter of 2025, so we are already starting to move on a new schedule. And some obligations will be fulfilled faster than agreed with partners when forming the plan, ”Sobolev explained.
The EU Council should approve a new version of the plan by the end of September.
We will remind, since the beginning of 2024 the main line of financial assistance of Ukraine by the EU was a program called Ukraine Facility with a claimed value of 50 billion euros.
The fourth tranche of financial assistance to Ukraine within the framework of Ukraine Facility will be reduced as the state has not implemented all the reforms necessary for full payment.
