The government explained where to complain about the work of the Points of Invincibility

The authorities have launched a large-scale audit of Points of Unbreakability throughout Ukraine to ensure their readiness to work in the conditions of an energy emergency. The authorities have launched a large-scale audit of Points of Unbreakability throughout Ukraine to ensure their readiness to work in the conditions of an energy emergency.

According to Oleksiy Kuleba, Deputy Prime Minister for the Reconstruction of Ukraine, the purpose of the inspections is to verify each object so that citizens can have guaranteed access to heat, electricity and communication.

Currently, there are more than 13,500 such locations in the country, and the government encourages city residents to actively participate in the control process through the Diya application, leaving feedback on the real state of operation of the points.

The Points of Unbreakable digital map has become the main tool for finding help, having received a number of new functions to improve the service:

  • Feedback and ratings: now each user can rate the quality of services at a specific point and leave a comment about the availability of a generator, internet or hot tea.

  • Autonomous work: the map can be downloaded in advance, which allows you to plan routes to the nearest storage or heating point even in the complete absence of mobile communication and the Internet.

  • Convenient filters: the system allows you to instantly sort objects according to accessibility criteria for people with disabilities or the presence of specific amenities.

The government introduced significant changes in the regulation of the operation of the checkpoints in order to counteract the consequences of the shelling carried out by Russia as effectively as possible. According to the new clarifications of the Cabinet of Ministers, a business that has officially received the status of the Point of Invincibility has the right to work around the clock, in particular, during the period of curfew. This applies to pharmacies, shops, gas stations and food establishments that are equipped with autonomous power sources and are ready to receive people for heating free of charge.

Citizens are allowed to move around the city at night without special passes, if the purpose of their trip is to get to the nearest Unbreakable Point. This decision was taken due to the increased terror that Russia is directing at residential areas, trying to leave Ukrainians without vital resources in the middle of winter. Businessmen are encouraged to register their establishments on the nezlamnist.gov.ua portal, because the state is considering mechanisms for compensating fuel and energy costs for those who help the population survive during blackouts.

Earlier, Zelensky confirmed that the curfew for some communities can be removed.

The candidate for the position of First Deputy Prime Minister of Energy, Denys Shmygal, said that Kyiv was very poorly prepared for the challenges of the heating season in wartime conditions.

As of the evening of January 13, 2026, the Kyiv power system was at its highest level of load due to targeted Russian attacks on critical infrastructure.
