The Minister of Finance of Ukraine Serhii Marchenko said that the €90 billion allocated by the European Union for the next two years are irreversible and interest-free for Ukraine.

“The European Council made an extremely important decision for Ukraine to provide €90 billion for the next two years. These funds are essentially non-refundable and interest-free for Ukraine. Repayment can take place only after Russia compensates us for the damages caused by its aggressive war,” Marchenko said.
According to him, the received funds will be directed to the budget and defense needs of Ukraine.
“It is important that the work on the Reparation loan continues — its implementation requires additional preparation,” the Minister of Finance added.
We will remind, the European Union officially confirmed its right to direct cash balances from frozen Russian assets to finance Ukraine.
The President of the European Commission, Ursula von der Leyen, emphasized that the financial loan for Ukraine is directly linked to future reparations from Russia and will not become a burden for the Ukrainian budget.
President of Ukraine Volodymyr Zelenskyi expressed thanks to the leaders of the European Union for the decision to provide Ukraine with financial support in the amount of EUR 90 billion in 2026-2027.
