Brussels developed a special legal scheme that allowed to open negotiations without formal vote and approvals of all states.
This is exactly how the European Commission, the President of the Euro Council Anthony Right and the President of Denmark planned to start negotiating in July.
Key explanation: for technical steps such as opening clusters, European treaties do not require unanimity, so the European Commission has been entitled to act on its own after providing appropriate seats.
