The European Commission is preparing new options for financial support for Ukraine in the event that Belgium continues to block the use of frozen Russian assets for the provision of a “reparation loan”.
As Politico reports with reference to three EU diplomats, an increase in the common debt of the European Union is considered among the alternatives.
In this case, Brussels may be forced to attract tens of billions of euros to stabilize the Ukrainian economy, because without help, Kyiv may face serious financial difficulties already at the end of the first quarter of 2026.
It is expected that the European Commission will present this option together with two more — the “reparation loan” mechanism and the possibility of ending financial support to Ukraine. According to the publication’s sources, only Hungary can support the third option.
At the same time, several leaders of the EU countries already during the last summit of the European Council expressed their readiness to consider attracting additional loans for the continuation of assistance to Ukraine.
Despite this, the countries of the European Union already have significant debt obligations, so most members of the bloc consider the use of frozen Russian assets to be the most optimal option.
One of the EU diplomats emphasized that the “reparation loan” is actually the only real solution available, which only requires political determination. In his opinion, delaying the adoption of this decision does not make sense.
It will be recalled that Slovakia refuses the EU military support to Ukraine.
The EU also found a way to bypass the blocking of Ukraine’s European integration.
