The work of the Verkhovna Rada of Ukraine during martial law was generally assessed as effective, but the European Commission noted problems with the rights of the opposition.

As noted in the European Commission’s report, key defense decisions in the parliament are made by a cross-party majority, and despite the difficult circumstances, the Council does not abuse the opportunity to consider draft laws under an accelerated procedure.

At the same time, the report emphasizes that the opposition’s rights are limited, which makes it difficult for it to fully function. In particular, there were cases of groundless bans on foreign business trips for opposition deputies, which require additional consideration in order to avoid disproportionate restrictions.

The European Commission also stressed that martial law allows certain restrictions on rights, but it is important to ensure that such measures are not excessive.

Earlier we wrote that the European Commission criticized the Ukrainian telethon “Yedini Novyni” for the first time and expects the work of other broadcasters to resume.

We will also remind you that the European Commission recommends opening the first negotiating clusters with Moldova and Ukraine in 2025 “as soon as possible, subject to the fulfillment of all conditions.”
