President Volodymyr Zelenskyy held a telephone conversation with the President of the European Commission, Ursula von der Leyen, as a result of which new steps in supporting the Ukrainian energy system were announced.

Against the background of abnormal frosts in the region and constant attacks from the Russian Federation, the EU intensified the supply of critical equipment. In particular, the arrival of 447 generators with a total cost of 3.7 million euros is expected in the near future, some of which (76 units) have already arrived in Kyiv at the end of January.
Key aspects of the negotiations:

Energy assistance: In addition to the generators, the EU allocates 145 million euros in humanitarian aid and an additional 50 million euros through the Ukraine Facility mechanism to support Naftogaz. This equipment and funds will be used to provide heat and light to hospitals, shelters, and front-line communities that suffer the most from Russian terror.

20th package of sanctions: The European Commission is finalizing work on the jubilee package of restrictions, which they plan to approve by February 24, 2026. It is expected that it will hit the banking sector of the Russian Federation, nuclear energy (in particular, Rosatom) and limit the import of Russian uranium and mineral fertilizers. Sanctions should also block schemes for bypassing restrictions through third countries.

Security and Recovery Guarantees: The parties agreed on closer interaction of the teams for the preparation of documents regarding long-term security obligations and a plan for the large-scale reconstruction of Ukraine after the war with the Russian Federation.
This cooperation is vital in conditions where the Russian Federation is trying to use the winter period as a weapon against the civilian population. In addition to assistance from Brussels, Ukraine is also expecting the delivery of generators from France and other equipment from partners around the world.
Kyiv region received the first aid package from Poland – 35 generators of various capacities and 18 oil heaters. This is the first stage of a large support program, which should ensure the stable operation of critical infrastructure in the region.
The Cabinet of Ministers of Ukraine approved the financing of the first stage of the new state program “SvitloDim”, aimed at providing multi-apartment buildings with autonomous energy sources.
