The EU will provide almost 2 billion euros to Ukraine under the Ukraine Facility

The European Union is preparing to transfer a total of 1.95 billion euros to Ukraine as part of the fifth tranche of the Ukraine Facility program.

This amount includes not only a new payment of 1.35 billion euros, but also about 600 million euros, which Kyiv will receive for the reform, implemented with a delay.

As “European Truth” reports, the Council of the EU will adopt the relevant decision on November 4. The document confirms that Ukraine has satisfactorily fulfilled the conditions for partial payment of the fourth and fifth tranches — a total of 1,949,400,399 euros, of which 597 million euros relate to the fourth tranche, and 1.35 billion to the fifth.

Part of the payments is a “delayed” reward for the reform of the Asset Management Agency (ARMA). The EU promised to finance it after the adoption of the relevant law, which the President signed in July 2025. Although the reform was supposed to be implemented already in the first quarter of the year, the rules of the Ukraine Facility allow obtaining financing with a delay of up to one year.

At the same time, the EU is withholding about a third of the fifth tranche due to the non-implementation of two reforms: regarding the review of judges’ declarations of integrity and their verification, as well as the digitalization of executive proceedings. Ukraine has until the end of the second quarter of 2026 to fulfill these obligations, otherwise the funds will be lost.

The draft decision also notes that Ukraine continues to demonstrate commitment to democratic values, the rule of law and the protection of human rights, which remains a key condition for further financial support from the EU.

Ukraine’s defense needs for 2026 are estimated at at least 120 billion dollars. The state budget can finance only half of the required amount.

Earlier, Minister of Finance Serhiy Marchenko said that despite the hope for the end of the war in 2025, the state budget project for 2026 is being formed according to an alternative scenario – taking into account hostilities throughout the year.
