The EU is preparing a new energy plan for Ukraine

The European Union is preparing a special energy plan for Ukraine to help protect the energy system from attacks and prepare for the coming winter. New funding has already been provided, the majority of which will go to Ukraine. The European Union is preparing a special energy plan for Ukraine to help protect the energy system from attacks and prepare for the coming winter. New funding has already been provided, the majority of which will go to Ukraine. The EU also calls on its countries to urgently transfer additional air defense systems to Ukraine to protect critical infrastructure. “We call on member states to act without delay, including using national reserves. Commissioner Kubilius is working with the European defense industry to remove production bottlenecks and speed up deliveries,” she stressed. In fact, it is said that Europe wants to help Ukraine not only to restore damaged energy, but also to better protect it from new strikes. That is why the issue of air defense systems transfer is one of the key ones.

According to Kos, the new plan should be implemented before the beginning of the next heating season. It provides not only technical assistance, but also the gradual inclusion of Ukraine in the European energy market. “Our goal is clear — the full integration of Ukraine into the European energy market through the combination of markets, support in the accession process and regulatory compatibility,” the European Commissioner explained.

This means that Ukraine will gradually become part of the unified EU energy system. Such a step will help stabilize the electricity supply and make the system more reliable. The European Union will also continue financial support. In 2026, initial funding in the amount of 153 million euros has already been provided. Of this amount, 145 million euros will be received by Ukraine itself.

In general, since the beginning of the full-scale war, the EU has already provided more than 3 billion euros in aid to the Ukrainian energy sector. Separately, almost 1 billion euros were used for emergency purchases of gas so that the country could get through the heating seasons.

In addition to money, Ukraine received a large amount of equipment. Through the EU Civil Protection Mechanism, the following were transferred:

  • more than 11 thousand generators

  • more than 7 thousand transformers

  • six autotransformers

  • hundreds of units of other energy equipment

This equipment helped restore power after Russian strikes and keep critical infrastructure running. Another important step is to increase the possibility of importing electricity from Europe. The EU increased the export capacity to Ukraine to 2.45 GW. This made it possible to compensate for the shortage of electricity after massive attacks and to stabilize the system.

The new energy plan should be the next stage of this support. It will help Ukraine not only survive the next winter, but also make its energy system part of the European space.
