The EU’s high representative for foreign policy, Kaya Kallas, said that the provision of so-called reparation loans to Ukraine, formed on the basis of Russia’s frozen assets, is the most effective support mechanism for 2026-2027.
According to her, this option is already receiving support among EU ministers and allows simultaneously strengthening Ukraine’s defense capabilities and demonstrating to Moscow that time is not working in its favor.
Kallas clarified that the issue of financing Ukraine was raised at the meeting of the EU Council on Foreign Affairs on November 20, although without a detailed discussion. Countries that advocated further aid also supported the reparation loan model in particular and stressed the importance of moving this solution forward quickly.
The representative of the European Union emphasized that the support of Ukraine remains economically more profitable for the EU than the consequences of a possible Russian victory.
