The EU agreed on loan mechanisms for Ukraine for 90 billion euros in 2026-2027

On Wednesday, February 4, the ambassadors of the European Union states agreed on mechanisms for providing Ukraine with a loan in the amount of 90 billion euros in 2026-2027, allowing third countries to participate in this process.

This was reported by the Cyprus Presidency of the Council of the EU.

As specified in the press service of the presidency, the ambassadors agreed on the mechanisms at the meeting of the Committee of Permanent Representatives (Coreper). The mandate of the Council of the EU provides that third countries, except for Ukraine and members of the European Free Trade Association/European Economic Area, can participate in the loan to support Ukraine for the purchase of defense products.

Purchases of defense products, as a rule, should be made from companies from the EU, Ukraine or EFTA/EEA countries. If there is a need for urgent delivery of products unavailable in these countries, targeted exceptions are provided.

Countries that have concluded bilateral agreements with the EU in accordance with the SAFE Regulation or those that have entered into a partnership in the field of security and defense will also be able to participate in the use of funds. They must ensure a proportionate financial contribution and provide significant support to Ukraine.

Now the draft laws agreed by the ambassadors must be considered in the European Parliament. It is about the regulation that implements the loan; changes to the financial instrument for Ukraine (Ukraine Facility); as well as changes to the Multiannual Financial Framework (MFF) to guarantee aid.

“After the completion of all procedures, the Commission will be able to pay the first tranche at the beginning of the second quarter of 2026,” the Cyprus Presidency noted.

President of Ukraine Volodymyr Zelenskyi expressed thanks to the leaders of the European Union for the decision to provide Ukraine with financial support in the amount of EUR 90 billion in 2026-2027.

The Prime Minister of Hungary, Viktor Orbán, stated that he opposes the 90 billion euro loan agreed by the European Union to Ukraine and does not want Hungary to have anything to do with this decision.
