The Ukrainian authorities could not cope with the implementation of the program to protect the energy industry from Russian attacks. On the eve of winter, Ukrainians remain uncertain.

The Reconstruction Agency blames the previous team under the leadership of Mustafa Nayem for the disruption of work with contractors. The Times writes about it.

Journalists visited Ukraine and visited energy facilities on the eve of winter. The state of their protection is currently unsatisfactory, the publication writes.

The story of a brigadier general who worked near Kyiv is mentioned in the material. He personally saw how the shelling of the Russians destroyed the concrete structure around one of the objects, because it was made with insufficient quality.

“British engineers, as well as teams from America, Germany and Japan advised their Ukrainian colleagues to build structures to protect the power system… from Russian attacks. However, nine months later, the government… has not done so amid accusations of corruption, which has stalled work,” the article said.

About 80% of Ukraine’s energy infrastructure is currently destroyed or damaged. If the temperature stays below zero for a long time, the state is threatened with “deadly winter frosts,” the publication writes.

“Hundreds of thousands of people spend up to six hours in the dark, without light, heat or water,” The Times notes.

Journalists cite the words of the former head of the Agency for Reconstruction Mustafa Nayem. The latter accuses the government of specially delaying energy protection projects. Nayem believes that the authorities blocked the allocation of funds due to corrupt interests. The government did not pay the contractors, because of which they stopped working on the facilities.

However, Nayem’s successor, Serhii Sukhomlinmaintains a different point of view on this situation. According to him, the contractors expected “too much income”. It turns out that the prices were artificially inflated. The Recovery Agency is currently reviewing the contracts. And some defense structures are actually being reworked to cut costs.

The contractors themselves say that they want to continue work on energy protection. However, without the allocation of funds from the government, companies are forced to take loans to finance their own work.

“So far, in order to prevent the collapse of the entire energy system, Ukraine hopes to protect the “first and second levels” of gabions supplied by Great Britain. These are primitive cages filled with stone…” – he writes The Times.

Also, the journalists, citing sources, report that the former deputy head of the OP Kyrylo Tymoshenko allegedly demanded 10% payment from the companies for the selection of their projects. However, the press service of the official denied these statements.

Earlier we wrote that the government introduced a new head of the Agency for Reconstruction after the dismissal of the scandalous Mustafa Nayem.
